When the traveler obtains his airline tickets to Cuba, a tourist card or true visa (for journalists, researchers, students, etc.) is issued. USA citizens and permanent residents of the USA are subject to USA laws regarding travel to Cuba. USA travelers should be certain they qualify under a "General license" to travel to Cuba or have, in hand, a "Specific License" authorizing their travel from the U.S. Treasury Office of Foreign Assets Control (http://www.ustreas.gov/ofac). USA travelers are limited to spending a per diem while in Cuba. Booking Cuba travel through OFAC authorized Travel Service Providers is strongly recommended as well as being aware of US Customs' allowances regarding products made in Cuba. Tickets (vouchers) for hotels, casa particulars, interprovincial travel, car rentals, events, etc. can be purchased in advance or upon arrival in Cuba.
